    I think the biggest problem is the one you had where the police assume you're quoting it as a right to drive without a license, because many sovereign citizens quote it for such. Never the less, the opinion probably still is the best one to cite for the right to stop on the highway, if the right does exist.

    Remember, if you're using a drivers license and license plate, you are engaged in "driving" ("operating" a "motor vehicle"). All commercial terms defined in every states statues definitions section. The right to travel is a totally separate activity. If you're driving you have forfeited the right to travel. This is the most important comment you will ever read.
