Technically, a person touching another person unwanted and unwarranted is still considered battery. As long as the first person intentionally did the touching and the person being touched perceives it to be harmful and unwanted, charges can be brought.
People react in different ways when being handcuffed. If someone quickly moves their elbows, and it touches the LEO, they add the charge of battery to a law officer.
