Many of these people end up here because they’re self medicating with street substances to bury a lifetime of pain from abuse. Go into these facilities and endure severe abuse. Then get released with a felony record depriving them for a lifetime of their most fundamental Constitutional Rights and the ability to even dream of getting a good job or one their passionate about, and what do they do ? They self medicate to find some semblance of the Joy support and opportunities would give them. Then cycle is repeated
