They are certain streets for example internal neighborhood streets that do not have that white line down the middle we all know those types of neighborhood streets. The law is very different on those types of streets with respect to riding your bike.
They had absolutely no legal right to his identification. He had no responsibility to give them government issued identification. I’m 99.9% sure that if they wanted to write him a citation all he needed to do was to provide them with his true name and an address. That’s the law the government cannot demand that people have in their possession government issued identification unless there is a license to operate a lawfully define motorized vehicle.
