I'll say this, when people sue police departments in Federal Court, the city/county has to protect their employees. In court, there is use of force expert and they explain procedures and policies. That being said, handcuffs is usually an officer's discretion or safety issue. When someone is being detained, shot, injured, officer usually handcuffs for procedures. 99 out of 100, cops aren't punished for handcuffing individuals because the officer operates under the mindset of a reasonable officer in the same situation. The exception was the old lady in Colorado who was man handled by other officers because she was accused of shoplifting. Now incidents in Los Angeles where one Auditor was handcuffed multiple times during a detention is because he has a black taser in a holster that resembles a gun, he harasses women outside of restaurants in Downtown LA, and threatens to pepperspray them if he doesn't have an encounter in his favor.
If you look at the Robert Johnson use of force incident by the Mesa police department, Mesa PD doesn't have a use of force policy and when they face lawsuits, their defense is Arizona law.
