Uh…if you drive someone with a handicap tag in that individual's vehicle, then drop that person off at the business, they can ABSOLUTELY park in a handicap spot. The sow is completely wrong. Furthermore, the victim offered to move the vehicle, and the sow wouldn't allow her to do so. So, not only did the sow fail to understand the law she's supposed to enforce, she didn't even allow her victim the opportunity to "fix" the situation that didn't need to be fixed.
Were there other vehicles trying to park in one of those spots? I didn't see any. Meanwhile, id10t sow is also parked in a handicap spot without a tag, with no emergency lights, and actively committing felony assault and kidnapping. Top notch police work, sow. Absolutely top notch.

This happens all the time… Somebody takes their disabled relatives, parking pass, and tries to use it for themselves. And then just park wherever they want. I didn’t see anybody get out of that car to be dropped off. This is illegal and it should be ticketed.
Whether she was patked legally or not, how do you escalate a parking incident into handcuffs. Over policing for inconsequential offences. Just because you can arrest someone and put them in cuffs doesn't mean you should on every occasion.
