Don’t have to be mean about it but it must be apparent that you do not want to interact with him. Read the rules for officers in your county. The first thing I say, no matter what he asked, “I’m respectfully giving you legal notice that I do not consent to consensual contact, I will not comply with any demand unless there is a stated threat of arrest, or a warrant, if so I will quickly and peacefully comply under duress. I invoke my 5 amendment to remain silent.” Then I stfu. I’ve done this 6 times, 3 walked away, 2 argued, got supervisor, he released me after repeating the statement to him, 1 arrest, roughed me up, multiple unsubstantiated and unlawful charges, bailed out, still working on that one. I did this in the UK with my identification held out. After being remanded. I was convicted of my first crime for obstruction. It was a traffic stop. I was told to leave and after 3 weeks the same cop came back with 3 charges.

When citizens swear and insult officers, those citizens diminish our message… Demand Constitutional policing! Respect the law, respect authority that’s true to its roots in the Constitution.
